CEIPA proposal for the establishment of a an extra territorial approach to refugee protection and orderly resettlement

The idea of an external asylum procedure has been already discussed in the EU at policy level. This includes refugee resettlement and the implementation of regional protection programmes. A study supported by the European Commission in 2002 explored the possibilities of “a concept for arrangements allowing non-state nationals to approach the potential host state outside its territory with a claim for asylum or other form of international protection, and to be granted an entry permit in case of a positive response to that claim, be it preliminary or final”
